Roundtable «A Specialized Department from Creation to Regular Work: a View of Business and University»

The division of interaction for employers and HR development at the Human Resources Department in cooperation with the partner of the University - OOO Prime Region held a roundtable " A Specialized Department from Creation to Regular Work: a View of Business and University " at Ural State University of Economics . All the heads of the USUE departments were invited to participate. The moderators of the roundtable were Svetlana Ginieva, head of the Human Resources Department, and Elena Ovsyannikova, head of the division for interaction for employers and HR development. The speaker was Yuri Bahmutskiy, head of "Satori Consulting", chair of the specialized departments "Corporate Information Systems" in Omsk State Technical University and SIBADI (Omsk). His key competence is at the intersection of business and university interests, and the experience of creating working specialized departments can be considered unique.

The roundtable was held in the format of a lecture with a discussion, where Yuri talked about his many years of experience and answered questions of listeners’ concern. Active participants in discussions from USUE were Valery Dubrovsky, director of the Institute of Economics, Alexander Kurdyumov, acting head of the Department of the Competition Law and Antimonopoly Regulation, Oksana Trotsenko, head of the Department of Business Law, and Gafur Mansurov, head of the Department of Civil Law.

According to Yuri Bakhmutsky, a specialized department is one of the ways of interaction between the university and business, which helps train specialists for specific business tasks. The implementation of training at the specialized department at Omsk universities, under the guidance of the reporter, began in 2011. Since 2014 a new round of interaction has begun - the specialized department works with students from the first to the fourth year and is engaged in the organization of high-quality practice, the supervision of the practical part of graduation theses, and the retraining of teachers.

The main problem of universities identified by Yuri is the unsystematic approach to education, where each academic discipline is an independent unit but not a logical link between already gained and future knowledge. The immersion of students into the business environment in practice, which the specialized departments provide, helps students set specific business objectives and adapt future specialists to market demands. The reporter also said that the creation of the specialized department helped reduce the time and cost of retraining of a young specialist (from the beginning of work to gaining the first profit) from one and a half year and 250 thousand rubles to one year (cooperative education) and 42 thousand rubles.

During the discussion, issues of legal regulation of a specialized department functioning, adaptation of curricula, including lecturing and curating the course and diploma papers by businessmen, organization of practice, and further employment of graduates were touched upon.

The roundtable held at the University showed an interesting experience of the specialized department functioning at the university, and the audience concluded that such an initiative of the division for interaction with employers and the HR development is useful and interesting. According to Elena Ovsyannikova, the roundtable participants expressed their interest in this kind of exchange of experience.
