Open governance: assessment of regulatory impact, dialogue between business and government and reduction of administrative barriers

April 24, Yekaterinburg Administration with the support of the Ural Chamber of Commerce and Industry hosted a roundtable "Open Governance: Assessment of Regulatory Impact, Dialogue between Business and Government and Reduction of Administrative Barriers."
In keynote speech, Alexei Kozhemyako, First Deputy Head of the Yekaterinburg Administration stressed the importance of mechanisms for assessing the regulatory impact for reducing administrative barriers and shaping the city's investment attractiveness. Deputy Minister of Economy and Territorial Development of Sverdlovsk Oblast Anna Uskova told about the RIA system in the region and stressed that in the future it is planned to include the ratings of municipalities based on RIA quality in the investment rating.


Head of the Department of Economy at the Yekaterinburg Administration Alexei Pryadein shared experience of conducting RIA at the municipal level.
The problems revealed during the participation of the Commissioner for the Protection of the Rights of Entrepreneurs in the Sverdlovsk Region in the RIA procedures were informed by I. Golovina.
Business representatives acknowledged that entrepreneurs need to be more involved in RIA procedures to protect their rights.
In conclusion, RIA cooperation agreements were signed between the Yekaterinburg Administration and Sverdlovsk regional branch of the All-Russia public organization of small and medium-sized business "Opora Russia" and the Sverdlovsk regional branch of the All-Russia public organization "Business Russia".
The roundtable was attended by Professor Natalia Vlasova, the USUE Department of State and Municipal Administration, and Professor Gafur Mansurov, Chair the USUE Department of Civil Law.

It should be noted that within EEYF, USUE recently has hosted the international youth scientific and practical conference "Regulatory Impact Assessment: Strategic Partnership Of Government, Business and NGOs", organized by the Department of State and Municipal Administration.
