USUE RECTOR AND ACADEMIC TEACHING STAFF PARTICIPATED IN THE CELEBRATION OF THE 15TH ANNIVERSARY OF YEKATERINBURG STRATEGIC PLAN

June 14, 2018, USUE rector Yakov Silin and USUE teaching staff represented by E. Animitsa, N. Vlasova, E. Zaborova, O. Ergunova, A. Suvorova, and I. Antipin, took part in the grand meeting dedicated to the 15th anniversary of the Strategic Development Plan of Yekaterinburg.   The meeting was opened by V. Testov, acting Yekaterinburg mayor, A.  Kozhemyako, first deputy head of the Yekaterinburg City Administration and A. Chernetsky, a member of the Federation Council from the Sverdlovsk region.  Professor Yevgeny Animitsa is one of the academic advisors of the team of developers of the Strategic Development Plan of Yekaterinburg for the period up to 2015, as well as the General Development Plan of Yekaterinburg for the period until 2025. In his speech, he stressed, "Yekaterinburg has become one of the first cities that, thanks to the joint work of government authorities, scientific community, business and the public, in 2003 developed the Strategic Plan until 2015. At that time, it was a bold step: almost none of the cities of Russia looked so far into the future. "

Doctor of Economics, Professor   Yakov Silin   noted, "The strategic development of Yekaterinburg is a unique document, the structure and content of which represent a logical and consistent implementation of strategic lines and the solution of strategic tasks."  The chairperson of the USUE Council of Young Scientists Olga Ergunova in her speech noted that, on the initiative of local authorities, young scientists from the leading universities of the city took part in the preparation of the draft strategy for the development of Yekaterinburg until 2030. Of particular value is the joint experience of holding in 2017 an International contest of projects of students, postgraduates and young scientists in the field of urban development and improving the quality of the urban environment. The organizing committee of the contest received more than 80 projects from 13 cities in Russia and 4 countries, including Peru, Kazakhstan, China, and Belarus. Today, Yekaterinburg rounds out the four "smart" cities of Russia after Moscow, St. Petersburg and Kazan. To strengthen its position, the City Administration and the Sverdlovsk branch of the Russian Union of Young Scientists are holding an international contest of projects "Cities 2030 - Digital Economy", the final of which will be held July 11 at the International Trade Fair  "INNOPROM-2018".

In April 2018, the updated version of the Strategic Plan was submitted to the deputies of the Yekaterinburg City Duma. One preliminary review of the Strategic Plan and 11 meetings of the commissions were conducted. As a result of the joint work, on May 25, 2018, Strategic Development Plan of Yekaterinburg until 2030 was unanimously adopted by the deputies and approved by the decision of the Yekaterinburg City Duma.

It is worth noting that since 2003 the city's population has grown by 162 thousand people, reaching 1.5 million by early 2018. In Yekaterinburg, for the ninth year in a row, the birth rate exceeds the death rate, this trend will continue for another 3-4 years, while in 2017, in the Sverdlovsk region and in Russia as a whole, there was an excess of deaths over births. The volume of industrial production increased almost 11 times and amounted to 573.1 billion rubles, the retail trade turnover increased ninefold to 755 billion rubles. The city has become better in the economic and architectural-town-planning sense: modern and high-tech buildings, one of the largest in the country's shopping mall, new gardens and schools, green alleys and parks. It is also important that the relationship between people has changed: the level of crime has decreased, people’s credibility to authorities has increased, and we have become more careful about our city. The average monthly salary grew from 6022 rubles to 47292 rubles. The unemployment rate fell from 0.9 percent to 0.53 percent.

In the updated version of the strategy, seven main directions of the city development are identified, which are divided into strategic programs and strategic projects, and a new section "The strategy of spatial development" is separated out. Such a structure of the Strategic Plan allows providing a comprehensive and balanced approach to the development of social, economic, housing and communal, transport, and environmental spheres, as well as their balanced spatial development.
