USUE discussed concession agreements in housing and communal services

As part of the first International Scientific and Practical Forum «Housing and Communal Services and Quality of Life in the 21st Century: Economic Models, New Technologies, and Management Practices», a roundtable «Current Aspects of Implementing Concession Agreements in Housing and Communal Services» was held.

The moderator of the roundtable was the Deputy Minister of Energy and Utilities of the Sverdlovsk region Andrei Kislitsyn. «Everybody participates in trade, housing, and education but not many people understand why the system does not work as it should do,» Andrei Kislitsyn began the meeting. He spoke about the European experience in the formation of a «fair price» for housing and communal services, about the creation of the Housing Code of the Russian Federation and outlined the range of issues for discussion: «We are in a transition period trying to introduce a market approach in the state regulation of tariffs. Today, the heads of municipalities lay the groundwork for concession agreements for the next 15-20 years. »

Among the participants there were Stepan Glazyrin, head of the department of operational control, municipal infrastructure, and the management of solid municipal waste at the Ministry of Energy, Housing and Utilities of the Sverdlovsk region, Aleksey Kopalov, head of Rezhevsky urban district, Aleksey Shmykov, head of Kamensk-Uralsky, Igor Ovchinnikov, Deputy General Director of the Center for Competence of Public and Private Partnership, Yevgeny Poryvkin, regional director for interaction with state authorities at the Ural Bank of Sberbank, and other persons interested in improving the system of housing and communal services.

The experts discussed the implementation of concession agreements and the search for funding sources. The participants learned statistics on the current concession agreements in the Sverdlovsk region, including the dynamics of losses in the provision of utility services and overall customer satisfaction.
