The Central Bank approved a basic standard for protecting rights and interests of individuals and legal entities - clients of microfinance organizations. It will be mandatory in Russia from July 1. In order to limit the debt burden of borrowers, the standard introduces a ban on providing customers with more than 10 (and from 2019 - 9) short-term micro-loans for one year. In addition, microfinance organizations will not be able to extend such contracts more than 7 times (from 2019 - 5) under one contract, UrBK writes. “It will have no effect,” Doctor of Economics Maxim Maramygin thinks. Besides, in order to reduce the debt burden on the borrower and exclude the practice of refinancing, the standard prohibits the issuance by microfinance organizations of the next short-term micro-loan until the full repayment of the previous one.
