Education:


1978 – graduated from middle school.
1982 – graduated from Simferopol Military Political Construction College.
1991 – graduated with honors from Tyumen State University.
1995 – graduated from Academy of National Economy under the Government of the Russian Federation with MBA degree.


Academic career:


1998 (October) – defended his Ph.D. thesis in economics titled “Labor Market of the Largest Cities in Russia”.
2005 (March) – defended his doctoral dissertation in economics titled “Urban Economic Policy in Russia”. Specialization – regional and municipal economics.
Doctor of Science in Economics, professor at the Department of Regional and Municipal Economics and Management of Ural State University of Economics. The author of more than 100 published works.
Since 1992 professor Silin has been working for the Department of Regional and Municipal Economics of Ural State University of Economics. Since 2008 he has been working for the Faculty of Economics of Perm State University. Professor Silin is a member of the University's Dissertation Council on Economic Sciences. He delivers lectures at the leading universities in Perm and Yekaterinburg and supervises students' term and graduation papers.
Yakov Silin is one of the initiators and developers of the Yekaterinburg Development Strategy (adopted in 2003).
Since 1 July 2011, he is Director of the USUE Institute of Regional and Municipal Economics.


Professional experience:


1978 – 1991 – Service in the USSR Armed Forces. Railway troops (retired Colonel).
1991 – 1996 – Work in the Administration of the Zheleznodorozhny District of Yekaterinburg (Chairman of the Committee for Youth Affairs; Head of the Social Protection Department; Deputy Head of the District Administration – for 4 years).
June 1996 – March 2005 – Chairman of the 2nd and 3rd Yekaterinburg City Parliament.
March 2005 – March 2009 – Deputy of the 4th Yekaterinburg City Parliament.
January 2006 – April 2008 – Advisor to the General Director of UMMC–Holding LLC (Ural Mining and Metallurgical Company).
May 2008 – April 2009 – Deputy Chairman of the Perm Krai Government.
April 2009 – September 2009 – Deputy Head of the Perm Krai Governor's Administration.
October 2009 – April 2010 – Acting Head of the Perm Krai Governor's Administration.
May 2010 – March 2012 – Head of the Department for Internal and Information Policy at the Office of the Presidential Plenipotentiary Envoy to the Ural Federal District.

On November 25, 2015, Yakov Silin was elected Rector of Ural State University of Economics at the University staff conference.
He is an Active State Councillor of the Russian Federation, 3rd class.


Public activities:


From 1996 to 2005, Yakov Silin directly participated in the work and joined the management of:

• Association of Sverdlovsk region municipalities;
• Association of municipalities "Cities of the Urals";
• Russian Cities Union;
• Congress of Russian Municipalities (from April 2000 to June 2007 – Vice President);
• Union of Local Representative Bodies of Russia (headed it for 8 years, from February 1998 to June 2005.);
• Council of Heads of Local Representative Bodies under the Chairman of the State Parliament of Russia (1998–2003 – Deputy Chairman of the Council);
• UCLG World Council (from May 2004 to October 2007);
• Eurasian branch of the UCLG World Council (from 2004 to 2012);
• A member of the nation–wide United Russia political party since its foundation.

Awards:

• Four medals (state awards, before 1991);
• Russian National Olympus prize as the best Chairman of the City Parliament of Russia (2003);
• Badge of distinction “Parliament of Russia” – for a major contribution to the development of parliamentarism in Russia (2003);
• Golden Badge of the Russian Municipal Academy – for the development of local governance in Russia (2006);
• Medal of the Order "For Merit to the Fatherland", II class (2012.);
• Badge of distinction of the Sverdlovsk region "For Service to the Sverdlovsk Region", II class (2021)

Family status: Married. He has a son and a daughter.
