On the structure of The Institute of Public Administration

Within USUE, the training of state and municipal employees is carried out by the Institute of Public Administration, established on April 15, 2008.

State civil and municipal employees, deputies of local representative bodies of the Urals Federal District take here professional training in economic, managerial, and sociological areas.

The main goal of the Institute of Public Administration is to satisfy the educational needs of managers and specialists of state authorities and local self-government bodies, deputies of local representative bodies of the Urals Federal District associated with raising their professional level, forming and developing the competencies necessary for efficient activity in the sphere of public administration.

The main tasks of the Institute of Public Administration are the development and implementation of products of additional professional education in full compliance with the State Educational Standard of Higher Professional Education for specialty 080504 - "State and Municipal Management", with the requirements of Federal Law No. 273-FZ of December 29, 2012 " Russian Federation", Order of the Ministry of Education and Science of Russia of July 1, 2013 No. 499 " On Approval of the Procedure for the Organization and Implementation of Educational Activities for Additional Professional Programs".

The partners of the Institute of Public Administration for the implementation of educational programs are:

  • Government of the Sverdlovsk Region and Sverdlovsk Regional Personnel Center for State and Municipal Management;
  • The Office of the Governor and Personnel Resource Center of the State and Municipal Service of the Yamalo-Nenets Autonomous District;

Management of state and municipal purchases

December 5, 2016, the USUE Institute of Public Administration hosted the opening of refresher courses on the program "Management Of State and Municipal Purchases", in which USUE Rector Yakov Petrovich Silin took part. The trainees of this program are employees of Ural University of Economics.

At the same time, three USUE specialists undergo professional re-training courses at the Institute of Public Administration under the program "Expert in the Field of Procurement". After the completion of the training, students will receive diplomas on professional retraining, which certify the right to conduct professional activities in the field of procurement.

City Development Strategy

November 21, 2016, the USUE Institute of Public Administration hosted the opening of refresher courses for heads of 15 municipal entities of the Sverdlovsk region under the "City Development Strategy" program, in which the USUE Rector Yakov Silin took part.

The Rector invited the municipalities heads to cooperate not only as a customer in the provision of educational services but also suggested to consider options of partnerships on the strategies generation for the territories of municipalities.

During the week, the students were engaged in issues of strategic and program-target planning in the municipality, evaluation and analysis of the efficiency of strategic planning of the city's social and economic development through examples of Sverdlovsk region municipalities.

The scientific supervisor of the program is Yevgeny Animitsa, an Honored Worker of Science of the Russian Federation, head of the nationally recognized scientific school.

The best USUE teachers were involved in the program of the courses: Yevgeny Animitsa, Doctor of Geographical Sciences, Professor of the Department of Regional and Municipal Economics and Management, Olga Yergunova, Candidate of Economic Sciences (PhD), Assistant Professor, the Department of Regional and Municipal Economics and Management, Ivan Antipin, Candidate of Economic Sciencies (PhD), Assistant Professor, Department of Regional and Municipal Economics and Management, Dmitry Nazarov, Candidate of Economic Sciencies (PhD), chair of the Department of Business Informatics, Vladislav Shvedov, Candidate of Economic Sciences (PhD), Assistant Professor, chair of Regional and Municipal Economics and Management.

The training of the heads of municipalities at the USUE Institute of Public Administration is becoming a tradition. Since 2013, 57 people taking municipal positions at local self-government bodies have upgraded their economic and managerial skills.

At the USUE Institute of Public Administration from October 25 to October 28, 2016, the teachers of the Department of Civil Law (A. Goloviznin, V. Pletnikov, S. Sokolov) implemented a professional development program " Regulatory Impact Assessment of Legal Acts and Drafts Thereof in the System of State and Municipal Management" (scientific supervisor of the program is Gafur Mansurov).

The aim of the program is to improve the knowledge of the current legislation of the Russian Federation on the assessment of regulatory impact, improve the level of practical skills on these issues, study and systematize the existing practices in the region, and structure one's own knowledge and experience.

October 26, 2016, a course of lectures and practices on RIA holding in municipalities of the Sverdlovsk region was conducted by Sergei Shusharin, head of the Department for Improving Regulatory Policy at the Ministry of Economics of the Sverdlovsk region.
