USUE postgraduate student is the best young legislator

A postgraduate student of Ural State University of Economics, Mikhail Kombarov became the winner of the XVIII national youth contest “My Legislative Initiative”. The young scientist presented a paper on reducing the dependence of the Russian economy on imports.

What factors impede the setting of import substitution in our country? The young scientist tried to answer this question in his work “Russia on the Way to Creating an Import-Independent Economy.” For his project, the USUE postgraduate student was awarded a diploma of the winner in the area of Economic Policy and a golden badge “Deputy Reserve”.

To the factors hindering import substitution, Mikhail Kombarov attributed the shadow sector of the economy, due to which the country’s budget system annually loses 5-6 trillion rubles. To reduce the scale of the shadow economy, Mikhail proposed to introduce several amendments to the current Tax Code, as well as significantly tighten the anti-corruption policy.

Mikhail becomes the winner of the “My Legislative Initiative” contest for the second year in a row. In 2022, his work “Legal Ways to Reduce the Scale of the Shadow Economy in Russia” also took 1st place in the regional stage of the competition. Continuing the development of his research, Mikhail won recognition and became the winner of the federal final of the competition. He was guided by the supervisor, professor of the USUE Department of Regional and Municipal Economics and Management, Svetlana Pyankova, who, in turn, was awarded a diploma for preparing the winner.

USUE rector Yakov Silin was presented with a diploma signed by Alexander Obruchnikov, the chair of the National System “Integration” for the Development of Scientific, Creative and Innovative Activities of the Youth of Russia. The organizers of the competition thank Ural State University of Economics for training a highly qualified economist, which is Mikhail.

“I am very pleased with the organization of the competition and with my result,” the winner shared his emotions. “I think that next academic year, the diploma received will allow me to apply again for scholarships from the President and Government of Russia and the Governor of the Sverdlovsk region.”

The contest “My Legislative Initiative” was established in 2005 in honor of the centenary of the State Duma. For 18 years, hundreds of USUE students have taken part in it. The university supports its best students. So, this year, the university management helped Mikhail get to the federal finals of the contest in Moscow by paying the registration fee and travel expenses.
