Scientific partnership with Yakutia
The defense of a candidate's dissertation on regional and sectoral economics took place at the Ural State Economic University. The dissertation council highly appreciated the scientific value and practical significance of the study devoted to assessing the management of socio-economic development of the Northern territories.
The head of the macroeconomic analysis department of the Center for Strategic Research under the Head of the Republic of Sakha (Yakutia), Yulia Filippova, defended her dissertation on the topic: “Assessing the quality of strategic management of the socio-economic development of municipalities in the conditions of the North.” The scientific supervisor was the head of the Department of Regional, Municipal Economics and Management of USUE Ivan Antipin.
“Yulia Anatolyevna’s dissertation lays the unique foundations for the development of a new scientific direction in regional economics - cryoeconomics. In addition, the dissertation candidate performed a structural and content analysis of socio-economic development strategies, and also assessed socio-economic changes in all municipal districts of the Sakha Republic,” noted Ivan Antipin.
Yulia Filippova's scientific work is devoted to the analysis of development strategies of municipalities of Yakutia. The dissertation author identified four types of territorial management depending on economic specialization: diversification-spatial, modernization-mobilization, program-targeted and Arctic. For example, the Arctic type of management refers to the Arctic zone of Yakutia and is characterized by high rates of mineral extraction along with the low quality of healthcare, road infrastructure and the financial situation of the local population in half of the districts of this territory of the republic.
The practical significance of the scientific work was highly appreciated by the Ministry for the Development of the Arctic and the Affairs of the Peoples of the North of the Republic of Sakha (Yakutia), and the Academy of Sciences of the Republic of Sakha (Yakutia). The results of the study served as the basis for the formation of strategies for the socio-economic development of several regions of the Arctic zone of the Republic of Sakha (Yakutia), and were also taken into account when developing the training course “Strategic planning of regional development” for master’s students of the North-Eastern Federal University. Yulia Filippova was awarded the academic degree “Candidate of Economic Sciences”.
