The Unified State List of Scientific Publications is a multi-tiered system for evaluating scientific journals, established to standardize publication evaluation criteria in Russia. Journals are classified into four levels, with the highest ones (1 and 2) representing the most authoritative periodicals.

Levels 1 and 2 are considered the most prestigious. Doctors of science, professors, and other prominent scientists are encouraged to publish in these journals. The defending of a doctoral dissertation typically requires publications in level 1–2 journals.

Levels 3 and 4 impose less stringent publication requirements. These journals are more accessible to master’s and postgraduate students. Publications in level 3 or 4 journals suffice for defending a PhD dissertation.
