How much does an HR specialist cost in the labor market?

The USUE Department of Labor Economics and HR Management together with HR - Mnenie and the Association of HR Managers and Specialists organized a presentation of the study of salaries and factors of increasing the HR specialists’ labor cost in Yekaterinburg. 

Ruslan Dolzhenko, the chair of the USUE Department of Labor Economics and HR Management, noted the timeliness of the topic, "Those who calculated employees' earnings in accordance with the market would understand the importance of such salary surveys in companies."

The leading speaker was Andrei Popov, the project manager of HR-Mnenie and an expert of the USUE Department of Labor Economics and HR Management. He presented a study implemented by HR - Mnenie, in which he outlined the salaries of employees and heads of HR departments. In the survey conducted in winter-spring 2018, 302 employees, from personnel managers with short work experience (2-3 years) to directors of departments in large companies with experience more than 10 years, provided information on the cost of labor.

According to the results of the research, for the position "Only one HR Manager" or "HR- Generalist " in business with up to 500 people, the spread of these revenues amounted to 45-60 thousand rubles. The speaker noted that workers in the industry with experience less than 3 years receive a salary by 15-20% less than the cost of labor in the market.
"Head of HR department" receives 70-85 thousand rubles. "The category ‘heads of departments’ in small companies is now the most sensitive to career changes. Here, the highest unemployment is noted," Andrei Popov emphasized.
In businesses with from 500 to 1500 people, for the position of "Head of HR department" the revenues is 80-100 thousand rubles, "HR-Director" receives 130-200 thousand rubles. At the presentation, it was noted that the manager's business education, as well as personal projects with obvious results in the form of increased financial efficiency, makes for “high price” of an employee.
At the conclusion of the review, further directions of developing such a study were determined. The USUE representatives have indicated that such work can be carried out on a fully scientific basis by the scientists of the Department of Labor Economics and HR Management, and its results can be published in scientific journals of the University.

The second part of the event was devoted to a review of the successful career case studies implemented by some heads of HR departments of Sverdlovsk organizations, thanks to which they were able to directly affect their income level. The evidence from practice shows that changes in career trajectories are increasingly becoming a purposeful activity that can be dealt with consciously and scientifically.
Ruslan Dolzhenko noted that many of those present were examples of self-actualizing personalities who realized themselves in various fields: consulting, business, training, and personal branding. Being the chair of the department, he needs practitioners who can brilliantly teach and, in an ideal scenario, they should have academic ranks, therefore, the USUE opportunities provided for young scientists by postgraduate studies, scientific journals and dissertational councils can be very interesting for them.
The issue of quality education for HR managers caused a separate discussion. Within the presentation of various points of view, Ruslan Dolzhenko's presentation "Preliminary Data on the HR Management Sector in the Sverdlovsk Region Labor Market", which was prepared following the results of his participation in the meetings of the Council for Professional Qualifications in HR Management, smoothly moved to informing the participants on the opportunities to obtain a quality master's education at USUE in the form of the program " Economics of Human Resources".
This is an exclusive development of the Department of Labor Economics and HR Management in conjunction with a number of industrial enterprises in the Sverdlovsk Region (M.Kalinin Machine-Building Plant, NPO Avtomatiki, UMMC, etc.). It was designed specifically for managers and key specialists of HR units who do not have a field-specific education, as well as for the personnel reserve of the leading enterprises in the Ural region.
