USUE participates in the meeting of the Ministry of Education and Science of the Russian Federation

On January 29-30, 2026, Tyumen State University will host a large-scale meeting dedicated to the implementation of the federal project "Labor Productivity" of the national project "Efficient and Competitive Economy" in universities.

The meeting, organized by the Ministry of Science and Higher Education of the Russian Federation, is attended by representatives of the Ministry of Economic Development of the Russian Federation, the Federal Center for Competence in Labor Productivity, as well as delegations from Russian universities of various industry affiliations - about 500 participants in total, including more than 50 rectors and 150 vice-rectors. Ural State University of Economics is represented by the Acting Rector of USUE Yakov Silin and the Head of the HR Department Irina Antipina.

The meeting was attended by Valery Falkov, Minister of Science and Higher Education of the Russian Federation, and Maxim Reshetnikov, Minister of Economic Development of the Russian Federation.

On January 29, the project session "Improving labor productivity in Russian Universities" was held, the participants of which were divided into three groups:

1. Project session on developing solutions aimed at identifying and optimizing priority processes of the "external" circuit (regulatory framework, system constraints and requirements);
2. Project session on developing solutions aimed at identifying and optimizing priority processes of the "internal" contour (operational activities, search for internal efficiency);
3. Designing approaches to the formation and implementation of an industry-specific program to increase labor productivity in higher education.


The participants of the project session identified the main groups of processes in the external and internal circuits of universities, identified systemic problems in these processes, proposed possible solutions and metrics for evaluating the effectiveness of measures to improve the efficiency of processes, and proposed university proposals for an industry-specific program to increase productivity.

On January 30, a plenary session on labor productivity in higher education institutions of the Russian Federation was held. Valery Falkov, Minister of Science and Higher Education, and Maxim Reshetnikov, Minister of Economic Development of the Russian Federation, addressed the participants. Alexander Moore, Governor of the Tyumen Region, presented the results of the region's five-year work on participation in the federal Labor Productivity project. Rectors of MIPT Dmitry Livanov, UrFU Ilya Obabkov, Volga State Technological University Igor Petukhov, TSU Ivan Romanchuk presented the experience of implementing projects to increase labor productivity through optimization of such internal university processes as workload planning and scheduling, organization of student dormitories, campus development, and workflow optimization.

The meeting participants discussed the proposals developed the day before during the project sessions.
