The central event was the adoption of a new Collective Agreement, which will govern social and labor relations at the university from January 1, 2026, to 2028.
Before the new document was approved, a five-year report conference was held for the university's Trade Union. Sergei Saranchuk, Chairman of the USUE Employees' Union, delivered a report. He reported that the organization held 257 meetings over the past year, and its work was highly praised by the staff. 555 people attended the report conference.
Preparations for the conference followed established traditions: the university's 1,014-strong staff was divided into six consolidated structures. Seventy percent of the staff participated in the discussion.
The number of delegates to participate in the conference was determined on August 28 by a vote of the USUE Academic Council, which consists of 53 people.
109 delegates were elected to the conference, of which 103 were present.
The conference agenda included two key issues: a report on the implementation of the previous collective agreement and approval of its new text.

USUE Rector Yakov Silin discussed the document's preparation process in detail:
"We've had to make several changes to occupational safety, wages, formalizing employment relationships with faculty, and other matters. These changes were most often related to changes to Russian legislation adopted by federal authorities and orders of the Minister of Higher Education. Several committee meetings were held to prepare the new collective agreement. Fourteen changes were made to the agreement."
The full text of the Collective Agreement, along with all additional agreements and amendments, is posted on the official USUE website in three sections: "For the Employee," "About USUE," and "About the Educational Organization."

"The previous collective agreement was concluded on October 31, 2019, for a period of three years. Subsequently, in accordance with the charter, the agreement was extended for two years," explained Sergey Saranchuk, explaining the work regulations. "Now, there is a need to report on the implementation of the collective agreement that was in effect, and to accept a report from the employer and trade union on the quality of work in this area. The new collective agreement has not undergone any major changes: several sections on personal protective equipment have been added. There was a proposal for additional vacations, but it was decided to postpone this issue until the financial and economic plan for next year is developed and approved."

Following the conference, delegates unanimously approved a new USUE Collective Agreement, which will come into effect on January 1, 2026, and will become the main document regulating the relationship between the employer and the university staff.
