YAKOV SILIN WAS ELECTED TO THE CHAIRMAN OF THE PUBLIC CHAMBER OF YEKATERINBURG

The election took place on March 11 during the first meeting of the Public Chamber of Yekaterinburg. The meeting was also turned out by Mayor of Yekaterinburg, Aleksey Orlov and vice-chairman of the City Parliament, Viktor Testov.

29 members of the PC took voices for the candidature of rector of USUE, Yakov Silin, one member abstained. «At every stage of my activity I have always worked, and I will continue to work for the government. I determined this for myself a long time ago. I hope that my experience will be useful for our co-operative work to the benefit of Yekaterinburg city — it is a unique city with its special history and culture, i would even say, it has a specific purpose in the fate of Russia across the Eurasian space. The Public Chamber should become a powerful component, act on behalf of the citizens, participate in the development of Yekaterinburg, help the administrator of the city and City Parliament» - Yakov Silin stated at the meeting.

Yakov Silin outlined upcoming purposes for the Public Chamber. «Our main purposes are assistance in solving the problems of the citizens, contribution to public authorities, supplement the activities of the executive and representative authorities with the opinion of citizens. On behalf of the public, we help the government agency with solving the problems of the citizens».

Yakov Silin came the way from the Committee Chairman on Youth Affairs to the Sverdlovsk Region vice-governor and has productive experience in leading positions in two largest territorial entities of Russian Federation — Sverdlovsk region and Perm region. He took up a post of the Chairman of Yekaterinburg City Duma in two sessions. He has got 3 higher educations.

During the period from 1996 to 2005, Y. P. Silin directly participated in work and joined the management of:

Administration of municipal settlement «Cities of the Urals»;

Union of Russian cities

Congress of municipal settlement of Russia (from April 2000 to June 2007 — as Vice-President);

Union of local representative bodies of Russia (took the lead for 8 years, from February 1998 to June 2005);

Council of heads of local government bodies under the Chairman of the State Duma of Russia (1998 — 2003 - deputy Chairman of the Council);

World Council of Local Authorities (from May 2004, to 2012);

Eurasian branch of Worldwide Council of Local Authorities (from 2004 to 2012).

Working career of Yakov Silin is highly distinguished with awards:

«Russian National Olympus Award» prize as the best Chairman of the City Parliament of Russia (2003);

Badge of distinction «Parliament of Russia» - for a major contribution to the development of parliamentarism in Russia (2003);

Golden Mark of Russian municipal Academy — for the development of local governance in Russia (2006);

Medal of the Order «For Merit to the Fatherland» II degree (2012)
