Born on April 18, 1982 in Kamensk-Uralsky, Sverdlovsk Region.

Education: In 2004, he graduated from Ural State University of Economics with an honors degree in World Economy.
In 2007, he completed the full-time postgraduate program of Ural State University of Economics.
During his studies at USUE, he was a holder of numerous scholarships and awards from the Academic Council of Ural State University of Economics, the head of the Leninsky District Administration of Yekaterinburg, and the Governor of the Sverdlovsk Region for his exceptional academic performance and research activities.

Research Experience:
In 2009, he defended his thesis for the degree of Candidate of Economic Sciences. Topic: "Protective Measures in the Modern System of International Trade Regulation". 
In 2020, he defended his thesis for the degree of Doctor of Economics. Topic: "Development of the Agro-Food Sector of Economy in the Context of the Integration Impact of Environmental Factors."
Since 2011, he has been the head and executive officer for grants from the Russian Humanitarian Science Foundation (RHNF), the Russian Foundation for Basic Research (RFBR), the State Assignment for the Immanuel Kant program, implemented jointly by the Ministry of Science and Higher Education of the Russian Federation and the German Academic Exchange Service (DAAD).
In 2012, he was awarded the academic title of Associate Professor. 
He delivered scientific reports at international conferences and forums in Armenia, Belarus, Germany, Kazakhstan, Italy, Russia, Uzbekistan, and Czech Republic.
Viktor Kovalev has published over 100 research articles, including publications in peer-reviewed scientific journals of the Higher Attestation Commission, RSCI and ESCI Web of Science, Web of Science Core Collection, and Scopus. 

Work Experience:
2001 – 2006, the enterprises of the Pipe Metallurgical Company (TMK), at the departments of foreign economic activity.
2006 – 2013, Ural State University of Economics, a teaching assistant, senior lecturer, and associate professor.
2013 - 2020, Ural State University of Economics, head of the Department of Foreign Economic Activity, head of the Department of World Economy and Foreign Economic Activity.
2014 – 2016, Ural State University of Economics, Deputy Director for Research of the Institute of Economics (concurrent employment).
2020, Ural State University of Economics, Vice-Rector for Research.
Social activities:
2014-2020, an independent expert of the commissions for holding competitions to fill vacancies in the State Civil Service and certification commissions of the Ural Customs Directorate.
